The purpose of this research is to clarify the purpose of evaluating the performance of primary school teachers. The research was carried out with the multiple case design of the qualitative research method. In this research, the purpose, target and character of evaluating teachers' performances are discussed as situations. The opinions of the participants were taken about the structure, purpose, objectives and character of the evaluation of teacher performance in primary schools. In the multiple case study conducted, 25 participants determined by the maximum diversity method constitute the sample. Teacher Performance Evaluation Model Interview Form was developed to collect data in the study. Analysis studies started with the transcription of the records obtained as a result of the interview. This transcription was created from a data set of 44287 words. Both descriptive and content analysis methods were used to analyze the data obtained through the interview method. According to the research results, the purpose of teacher performance evaluation should be formative and summative evaluation. Formative assessment is divided into eight subcategories. Summative evaluation is grouped into four subcategories. Policies and approaches can be implemented to reduce teachers' negative perceptions of performance evaluation, which emerged in the research.
